Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 3, SG-15 (formerly Employees’ Retirement System Examiner 4, SG-15).
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties
Oversees Death Processing section operations
- Provide clear direction to staff of all Section procedures and advice on Retirement and Social Security Law (RSSL) as needed.
- Reviews work of section personnel as to both quality and production.
- Review with staff on a regular basis overdue cases and discuss with appropriate staff for status explanation and follow-up.
- Works with bureau management to set performance goals and directs staff in achieving performance goals.
- Develops and implements work procedures and supports development and testing of changes to automated systems as relates to NYSLRS laws, policies and changes or corrections to Portal environment
Personally handles difficult recalculation cases
- Check Staff Calculations for accuracy and answers questions on RSSL thoroughly and timely
- Communicates to staff involved with case to develop better understanding of law, rules and regulations involved in closing the case correctly.
- Provides citations and encourages staff to review law to develop better understanding
- Oversees recalculations and equitable distribution estimates
- Demonstrates thorough knowledge of retirement law, rules, regulations, policies and procedures in determining appropriate response so that cases are properly and accurately resolved and appropriately instructs subordinates in how to proceed.
Responds to member, employer and third party inquiries
- Provides appropriate response to inquiries and complaints by utilizing thorough knowledge of retirement law, rules, regulations, policies and procedures.
- Provides clear, concise and complete responses in both written and oral communication and provides appropriate response based on audience.
Prepares probation reports and performance evaluations, coaches and counsels employees, administers time and attendance rules and OSC policies regarding internet, e-mail and phone usage
- Prepares duties and expectations and provide staff to staff.
- Prepare fair, timely and objective evaluations (interim and final) based on employee’s performance to established tasks, standards and expectations.
- Prepare timely Probation reports which contain specific areas of strength and weakness, include recommendations on how to improve in areas of weakness, and identify whether continue weak performance will result in failing probation.
- Perform counseling when necessary, according to OSC Labor Relations protocols.
- Monitors staff as to adherence to policies and procedures regarding time and attendance, production standards, as well as internet, e-mail and phone usage.
Takes lead role in training and presentations of retirement related issues to staff
- Transfers knowledge of retirement law, rules, regulations, policies and procedures to staff by effectively communicating thru both written and oral communication.
- Develops and maintains training curriculum and course materials that reflect current law, rules, regulations, policies and procedures.
Conducts bi-weekly informational staff meetings
- Hold bi-weekly meetings with staff to share information and solicit comments and concerns. Employees concerns and suggestions are addressed directly or after consultation/referrals to others as needed
- Update staff on work issues, ERS/OSC policies/procedures, and information from Division management meetings.
- Encourages staff feedback and suggestions to bring back to management.
Knowledge, Skills & Abilities
(1) Must possess an in-depth understanding of the laws, rules, regulations, legal opinions, and established written procedures of the New York State and Local Retirement System.
(2) Must demonstrate a high level of proficiency in the ability to prepare, understand, and interpret written materials, including law, policies, procedures, reports, correspondence, and various forms of performance statistics and metrics.
(3) Must demonstrate strong technical expertise, understand technical specifications and write technical information in understandable terms.
(4) Must have the ability to communicate clearly and effectively to all levels of staff, as well as internal and external customers .
(5) Must have the ability to design and present retirement curriculum to internal and external customers (e.g., employers, members).
(6) Must demonstrate a high level of competence regarding the principles and practices of administrative and technical supervision.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
